3.1 本次招标要求投标人必须同时具备以下资格：中国供热信息网 http://www.china-heating.com/

（1）投标人应是具有公路运输经营的相关资质证书的法人单位；中国供热信息网 http://www.china-heating.com/

（2）具有自有20吨以上的自卸车辆，且具有每天运输约3000吨以上的运输能力；中国供热信息网 http://www.china-heating.com/

（3）投标人授权的委托代理人应具有与投标人单位签订的经人社部门认定盖章、一年以上（含1年）的劳动合同或社会养老保险关系证明。中国供热信息网 http://www.china-heating.com/
